Training on how to differentiate between waste and non-waste under the Basel Convention at entry points

The training was designed and organized in the context of the ReduCE-Waste Project www.scycle.info, and can be easily replicated for other countries or regions that aim to assess and understand the challenges for inspectors and authorities related to the implementation of the Basel Convention Technical Guidelines, in particular regarding the distinction between waste and non-waste under the Basel Convention. To date, the main challenges for inspectors are the differentiation of used electrical and electronic equipment (UEEE) and e-waste.

The key objectives of the training are building knowledge on detecting UEEE/e-waste imports and distinguishing between UEEE and e-waste; the training further facilitates the inter-agency cooperation and develops a practical roadmap and check list that can be used to conduct inspection routines during the pilot based on the Basel Convention Technical Guidelines. Yet another objective is to prepare inspectors for the temporary collection of statistical data during the pilot test phase to enable a sound estimate of quantities, types, origins and functionality status of UEEE/e-waste imports into Tanzania.

Below is an example of the structure of the two days training conducted in Tanzania in the context of the ReduCE-Waste project.

Day 1:

Set the scene

  • Inform about the objective and approach of the project
  • Introduction to the BCG and discussion of challenges for inspectors
  • Start training on differentiation of used electrical and electronic equipment (UEEE) and e-waste with slides. 
  • Introduction of functionality testing in a port inspection environment and development of simple tests for UEEE.

Day 2:

Co-development of a plan to inspect and detect UEEE and e-waste imports

  • Co-develop a check list for the inspection exercises based on criteria of the BCG interpreted in the Tanzanian legislative and market context.
  • Continue differentiation training (UEEE or e-waste) with hardware, i.e. samples of UEEE/e-waste provided by participants.
  • Co-develop (authorities, inspectors, trainers) a plan for pilot-testing the inspections
